Job Description:The Director, Environment & Sustainability leads the development and implementation of environment and sustainability (E&S) strategies, programs, systems and procedures across the Transport Business Unit (TBU) in support of TBU objectives, the Strategic Delivery Unit's (SDU) corporate E&S standards and procedures and QIC's Environmental Social & Governance (ESG) Policy and 'Safety First' culture.The role ensures that TBU ESG requirements and performance measures are clearly defined and fully integrated into the planning, design and execution of all projects within TBU to reflect industry best practice and ensure compliance with regulatory requirements. The post holder works closely with TBU functions and project teams and QIC Districts to ensure alignment with QIC and TBU ESG goals, objectives and stakeholder expectations.Core responsibilities
Develop and implement the TBU ESG Strategy and supporting systems for the TBU, in collaboration with QIC corporate and District Businesses' ESG leadership and in accordance with QIC corporate ESG policies, procedures and international E&S standards (e.g. ISO 14001).
Act a role model for TBU leadership behaviors, in line with Qiddiya values, leading by example as a positive and engaging presence in the boardroom and out on site.
Communicate and articulate QIC's and TBU's ESG vision, objectives and expectations effectively across all internal and external stakeholders, maximizing relationships to influence and deliver a culture of 'Safety First'.
Develop the TBU's ESG objectives, KPIs and supporting periodic reporting and dashboards, including progress updates, recommendations, analysis and any other required information for leadership.
Motivates and inspires a high-performance E&S culture through clear direction, providing continuous feedback, recognizing, and rewarding exceptional performance and fostering an environment of collaboration, innovation, and accountability across TBU and QIC and through-out the supply chain.
Advises and guides the TBU leadership and project teams to ensure implementation of Qiddiya City Framework ESG Principles and E&S procedures and guidelines.
Ensure provision of sufficient environment capability and capacity resources to TBU delivery teams to enable them to discharge their corporate, TBU and regulatory E&S obligations including third party statutory permitting and licensing.
Hold TBU project delivery teams and their delivery supervision consultants and supply-chain partners to account for adherence to QIC ESG policies and procedures and regulatory requirements in the course of delivering design, development and delivery activities.
Drive the development and execution of TBU E&S initiatives and proactively lead the E&S team and wider E&S community in sharing knowledge and best practice, including safety culture assessments and surveys.
Support and where appropriate conduct accident and incident investigations and reviews within the TBU scope of work ensuring compliance with applicable QIC corporate and statutory requirements, promoting a 'Just Culture. Ensures contractors' root cause analysis is present and ensure implementation of preventative and corrective actions.
Participates and contributes to industry ESG events, conferences and KSA Ministry events to ensure fully versed in sector best practice, latest trends and technologies.
Participate in TBU leadership and corporate ESG forums and conduct collaborative cross-QIC E&S initiatives with other Business Units and Districts.
Delivers the environmental and sustainability expectations from the projects to all stakeholders, proactively participates in the E&S community of practice, sharing knowledge and best practice. Promote environmental protection and sustainability practices.
Provide coaching and guidance to ensure proactive tracking of changes to KSA legislative requirements and obligations that impact TBU. Coordinates with the environmental team and the Delivery Team that Supervision consultants and Contractors are prepared to meet program readiness requirements.
Coordinate with QIC District E&S teams to ensure all the permits for the TBU projects are obtained and up to date. Follow up with the E&S team for up-to-date environmental compliance and sustainability implementation. In close communication with TBU Delivery Team for the coordination around the existing construction permits and operational permits. Maintain environmental permitting records and documentation and ensure assessments are conducted.
Identify and implement E&S competency requirements across TBU and ensure provision of suitable E&S capacity and capability within TBU delivery teams.
Establish opportunities to contribute to E&S knowledge sharing, lessons learned working towards a culture of innovation and continuous improvement. Provide help for new and young employees to broaden their skills.
Assess and evaluate TBU's E&S enterprise risk exposure and monitor the adequacy of controls and other measures required to ensure effective mitigation or E&S risks at project, TBU and QIC corporate level.
Ensure ESG requirements are identified and incorporated into TBU's commercial activities including contract and tender documentation and participate in market engagement, tender preparation and evaluation exercises as required.
Ensure all aspects of those contracts for which they are responsible are effectively discharged in accordance with QIC's business and regulatory requirements.
Requirements:Qualifications
Bachelor's degree in environmental engineering or recognized post-graduate/NVQ Level 6 qualification (e.g. NEBOSH International Diploma in Environmental Management).
Professional Certifications (if required)
Recognized professional membership e.g.
Chartered Environmentalist (CEnv) (Institute of Environmental & Sustainability Professionals) (IESP); or
Member National Association of Environmental Professionals (NAEP).
Experience
15 years' minimum relevant environmental management experience within large within mega/large scale, complex, land transport-related design and construction programs.
Previous KSA /Middle East director-level experience preferred.
Significant experience required in development, implementation, management and certification of E&S systems, including certification of policies and procedures to ISO 14001.
In-depth knowledge of industry-specific ESG regulations, industry standards and best practices.
Leverage exceptional written and verbal skills in English - articulate ideas, strategies, and project performance to a range of audiences and to influence at senior levels.
Demonstrated leadership skills to set clear goals, motivate teams and deliver results.
Regional experience managing environmental compliance, engaging with relevant agencies (e.g. NCEC). permitting and licensing and development and assessment of Environment Social and impact Assessments (e.g., EIA, SEA).
Ability to provide strategic oversight and guidance in managing and prioritizing workloads, deadline-driven and ability to optimize workload.
Expert ability to negotiate and influence effectively with internal teams and external agencies and engage with stakeholders, environmental agencies and other key regulatory bodies.
