We work with businesses, civil society actors and research institutions, fostering successful interaction between development policy and other policy fields and areas of activity.ProjectThe project "Global Hydrogen Diplomacy (H2-diplo), Decarbonization Diplomacy with Saudi Arabia, Oman, Nigeria, Angola, Ukraine, Kazakhstan, Kenya and Columbia" supports the German Federal Foreign Office and the German Embassies in their dialogue on CO2-neutral hydrogen with fossil fuel exporting and transit countries. The aim is to accompany and support these countries in their energy transformation but also boost economic diversification, while highlighting the potential role of green hydrogen in the upcoming energy system.For the dialogue with Saudi Arabia, a Hydrogen Diplomacy Office was set up in Riyadh in February 2022. In close collaboration with the German Embassy in Riyadh and the actors of the German – Saudi Arabian Energy Partnership, the aim of the office is to:
  • raise awareness among Saudi Arabian partners about the potential role of hydrogen in decarbonizing industrial processes and enhance economic diversification
  • boost cooperation and cocreation between both academic/vocational sides when
  • serve as a platform of exchange for both countries´ climate commitments and reciprocally benefit from the partner´s intrinsic technical but also knowledge assets when it comes to addressing climate change.
Responsibilities & TasksA. ResponsibilitiesThe main role of the Advisor at the H2-diplo Decarbonization Diplomacy Office in Riyadh will be to support the implementation of the country component "Saudi Arabia" of the global project. The advisor will contribute to advise on the technical, thematic and conceptual design of the energy & climate partnership between Germany and Saudi-Arabia and carry out respective activities to achieve the aim of the component.B. Tasks – Activities and Deliverables:
  • Support the implementation and project management in close coordination with the office head in Riyadh and programme management in Berlin
  • Contribute to the support and technical design of the foreign energy & climate policy dialogue with Saudi Arabia in close coordination with the German Embassy and with the political partners and the stakeholders of the German – Saudi Arabian Energy Partnership
  • Contribute to advising the German Foreign Office and the German Embassy on hydrogen, energy transition, net-zero targets and other relevant climate issues; and regular reporting on energy & climate policy developments in Saudi Arabia
  • Support the networking and involvement of political partners, private sector actors, think tanks, civil society, EU representatives, governmental and intergovernmental bodies
  • Assist in the implementation of dialogue and capacity-building formats for Saudi Arabian ministries and other Saudi Arabian stakeholders (e.g. technical workshops, study tours, expert studies)
  • Plan, prepare and conduct high-profile conferences, workshops, experts-roundtables, study trips and other events
  • Provide research support and compile analytical work
  • Perform other duties and tasks at the request of the Office Head
Required Qualifications, Competences and ExperienceQualificationsAt least a bachelor’s degree in engineering, political/social sciences, climate or sustainability studies, energy economics, or comparable academic qualificationsProfessional Experience
  • First relevant years of professional experience in public and/or private sectors, ideally related to the energy transition, renewable energies, climate sciences and economics.
  • Sound knowledge in the field of energy, climate policy and hydrogen is an advantage
  • Experience working with government stakeholders in international, national and/or regional policy development and implementation in energy and climate transition activities
  • Experience across multiple contexts and a thorough understanding of international policy debates and challenges in climate issues and energy economics
  • Proven experience in building up and maintaining cooperation networks and partnerships
  • Proven conceptual and strategic skills, high self-motivation and the ability to work under tight schedules
Contract Duration and Duty Station
  • Contract duration: 12-13 months, preferably 1st September 2025 – 30th September 2026
  • Duty station: Riyadh
