Job SummaryThe Senior Manager – Security & Resilience is responsible for developing and leading the strategic framework for security management and resilience across the city’s public transport network. This role ensures the safety and protection of passengers, employees, infrastructure, and assets while maintaining compliance with national regulations and international best practices in urban transit security & resilience.Key ResponsibilitiesStrategic Leadership
  • Develop and implement a comprehensive security & resilience strategy for the entire city transport system, including KPI definition and performance management and reporting.
  • Support crisis management planning, including coordination with local, regional, and national emergency services, city and districts management
  • Establish policies and protocols for incident prevention, rapid response, and recovery for all transportation.
Security Operations
  • Oversee daily security operations including surveillance, access control, and patrols across stations, depots, and rolling stock.
  • Manage and optimize transport policing and contracted security personnel performance.
  • Review proposed designs and implementation for all technology-driven solutions (CCTV, intrusion detection, cybersecurity measures) to enhance safety including testing and commissioning and readiness.
Stakeholder & Regulatory Management
  • Maintain strong collaboration links to city development security team, defining security within transport for the city
  • Maintain strong relationships with Civil defense, law enforcement, emergency responders, and government bodies.
  • Ensure compliance with safety and security regulations.
  • Support as the primary liaison during security incidents and emergencies.
Risk Management
  • Conduct security risk assessments and threat analyses for infrastructure and operations.
  • Implement mitigation strategies to protect passengers, staff, and critical assets.
Establish reporting systems for security breaches and emergency incidents.RequirementsQualifications & Experience
  • Bachelor’s degree in Security Management, Business Continuity, Emergency Management, Law Enforcement, or related field (Master’s preferred).
  • Minimum 10 - 12 years of progressive experience in security and emergency management within transport, aviation, or critical infrastructure sectors.
  • Proven experience leading large teams and managing multi-agency emergency response operations.
  • Strong knowledge of security technologies, risk assessment methodologies, and crisis communication.
