- Act as a procurement subject matter expert in consulting with the business to identify, develop and deploy best practice procurement, category management and supplier management.
- Advise on sourcing strategy development and agenda setting with sectors and sourcing stakeholders.
- Advise on compiling and analyzing statistical data to determine feasibility of buying services and to establish price objectives.
- Advise on all procurement activities related to technical projects (Core, Access, Infrastructure, OSP, and Technical Solutions) and non-technical/commercial projects (Marketing, Materials and Facilities).
- Advise on identifying potential procurement synergies with other subsidiaries and manages their implementation.
- Advise on develop purchasing requirements and project specifications with sector management and suppliers.
- Track supply market trends (competitive pressures, new entrants, substituting products or services, changes in the value chain).
- Advise on price trends, conferring with suppliers to determine factors that affect prices and determine lowest cost consistent with quality, reliability and ability to meet required schedules.
- Advise on preparing RFPs, reviewing proposals, negotiating prices, selecting or recommending suppliers, analyzing trends, developing cost estimates, follow up on orders placed, and maintaining necessary records.
- Identify and implement strategic service agreements where possible to achieve efficiencies.
- Advise on preparation of bid packages for Customer proposals.
- Advise on leveraging all beneficial contractual terms to maximize impact and return.
- Support in managing SLAs for Tendered/Non-Tendered Change Orders as well as Change Orders for the supplier market and spend categories.
- Provide guidance to relevant stakeholders regarding appropriate processes and opportunities.
- Advise on building relationships with suppliers to increase benefits for STC such as timely delivery and lower prices for goods and services.
- Advise on building and maintaining database of vendors and partner for on-time utilization purpose.
- Identify business requirements and forecasts capacity growth for STC and local/regional market demand.
- Provide advice for alignment of the Sector's long term and short-term strategy with internal business priorities and market best practice.
- Contribute to developing segmentation criteria and mapping supply base to desired relationship type.
- Advise on optimizing supplier costs designed to improve efficiencies, control costs and drive synergies within the Sector.
- Analyse reports and metrics to identify potential issues and undertakes preventive measures to mitigate relevant operational and business risks.
- Advise on developing business cases, including need for cross-functional resources, time frame and targets.
- Bachelor's Degree in Business Administration/Engineering or related discipline.
- Master's Degree in Business Administration/Engineering is preferred.
- Professional certificate in procurement or related discipline.
