2. Execute and deliver the Learning & Development strategy in alignment with the organizational objectives
3. Monitor subordinates on Individual Development Plans, Leadership Development, Career Development, and all types of training and ensure that all adopted policies and programs are aligned with the overall HR strategy at SATORP and best practices in the industry.
4. Support the design, development, and implementation of Competency Management Framework, Career Paths, and Performance Management outcomes for all SATORP's employees.
5. Design, deliver and lead the training programs including the core, functional, soft skills and leadership development.
6. Provide guidance to develop supervisor training to ensure that general, technical, and industrial skills curriculums and courses are effectively developed, delivered, and maintained according to the best industry practices, quality standards, SATORP's requirements, and allocated budgets.
7. Develop and monitor KPIs and performance targets for the corporate learning programs.
8. Prepare the annual estimated budgets and expenditures for the Learning & Development activities and submit to management for review and approval.
9. Conduct training needs analysis in collaboration with department leaders to identify skills gaps and development priorities.
10. Ensure the effective implementation of Individual Development Plans, Career Development, and Training programs and make sure that all related records, manuals, templates, and documentation are properly designed, communicated, maintained, and updated.
11. Evaluate training effectiveness through feedback, assessments, and performance metrics.
12. Ensure the effectiveness and promptness of all administrative and logistics activities associated with learning and training activities.
13. Undertake specific initiatives and projects relating to the development, enhancement, and implementation of new L&D programs and initiatives.
14. Analysis training data, develop reports and dashboards.
15. Act as a coach to subordinates, identify their training and career development, recommend training courses, and follow up on their personnel records such as timesheets, discipline, vacations, leaves, and absenteeism.
16. Ensure effective use of the learning management system (LMS) for scheduling, tracking and reporting training activities.
17. Monitor learning trends, tools and technologies to continuously improve training delivery.
18. Promote a learning culture by supporting knowledge-sharing initiatives and continues development.
19. Monitor training budgets and optimize cost-effectiveness.
20. Ensure compliance with training policies, standards and regulatory requirements.
21. Perform other related duties as assigned by the L&D Section Manager.Minimum Qualifications
Bachelor's Degree in, Human Resource, Business Administration or EquivalentMinimum Experience
Minimum (10) years of experience in L&D and career development programs.Other Requirements (If required)
- Supervisory and leadership experience
- Strong knowledge of adult learning principles, instructional design, and learning technologies.
- Strong knowledge of industry best practice, deliverables in L&D, Leadership Development and Career Development.
- Strong knowledge of SAP and Microsoft Office applications.
- Experience with Learning Management Systems (LMS) and e-learning tools.
- Good knowledge of Saudi Labor law and regulations and governmental requirements.
- Strong technical knowledge of operations and processes.
- Excellent communication, facilitation, and organizational skills.
- Ability to analyze data and measure training impact.
